The interesting thing about that rate (3.9) is that they get it by how many are married on 1 jan and than the next year on 1 jan. (or whatever date they use). It's not a true number as we all know the younger troops are more likely to get divorced and remarried in the same year. Can't find the article where I read that, I think it was Army Times or I would post link.
